Wagar has a Master of Engineering in Computer Networks from Toronto Metropolitan University, Canada, and a Bachelor's in Telecommunications. He holds a PMP certification from PMI and CCNP networking certifications from Cisco. He is a Senior Delivery Specialist in the Wireline and Networking Infrastructure projects at Rogers Communications Canada.

Wagar is an ARIN, ITU, and SSIG (South School of Internet Governance) fellow.  He is also an individual community member of NARALO and an ISOC member of the Canada chapter.
