Javier Rúa-Jovet, is an attorney and former Puerto Rican government official and is currently president and CEO of JRJ Consultants & Legal Advisors, LLC, specializing in renewables and information and communications technology policy.


Rúa-Jovet has held top positions in Puerto Rico’s government, including Deputy Secretary of the Department of Natural & Environmental Resources (2006-2008), Chairman of the Environmental Quality Board (2008), and Chairman of the Telecommunications Regulatory Board (PRTRB) (2013-2016), post to which he was confirmed with support from the three political parties then represented in the Senate. 


Rúa-Jovet has also held and today holds distinguished international posts, namely President of the Latin American Forum of Telecommunications Regulators (REGULATEL) (2015), which includes 23 utility regulators from the Americas, as well as Italy, Portugal, and Spain, and has since served as a Councilor at both the At-Large Advisory Committee (ALAC), and more recently, at the Country Code Names Supporting Organization Committee (ccNSO) of the Internet Corporation for Assigned Names & Numbers (ICANN), the global multi-stakeholder entity that governs Domain Name System (DNS) & Internet Protocol Number (IP) policymaking.  He is a member of ccNSO’s IGLC and an individual member of NARALO at the At-Large community of ICANN.


Rúa Jovet has been honored to collaborate with the UNESCO Chair in ICT for Development in publications and guidance notes for governments, including a focus on resilience and sustainability in Internet policy.


Rúa-Jovet holds a JD from the University of Puerto Rico School of Law, an LLM from George Washington University National Law Center & a BA from Boston College. He has multiple publications on diverse topics, from environmental policy and history, Public International Law, and ICT and energy policy.  


Rúa-Jove has authored substantial publications on diverse policy topics and is a Numerary of the Puerto Rican Academy of Jurisprudence and Legislation.
